Richard L. Kiper is retired lieutenant colonel (West Point, 1967)
who earned his Ph.D. in history from the University of Kansas. He
has taught at West Point, at the U.S. Army Command and General
Staff College, and is presently on the faculty of Kansas City
Kansas Community College.
